Ms. Neale is Principal and Founder of Greencoast. She has been active in the municipal market, as both an attorney and an investment banker, since 1987. In that time, Ms. Neale has worked on virtually every type of municipal security, in every sector, for issuers across the nation and ranging in size from some of the largest, such as the State of California, to some of the smallest, such as a rural development agency or a small independent school. Prior to founding Greencoast, Ms. Neale was a Managing Director in the Municipal Securities Division at Citigroup where she focused both on municipal underwriting and delivery of balance sheet products including swaps, letters of credit and direct purchases of new issue bonds for the firm’s own account. Prior to Citigroup, Ms. Neale served as national group leader of the public finance department of the law firm Sidley Austin LLP, and before that as Managing Partner of the Los Angeles office of Orrick, Herrington, & Sutcliffe LLP. Ms. Neale received her B.A. from University of California, Berkeley, and her J.D. and M.B.A. degrees from Columbia University. She holds Series 7, 24, 52, 53 and 63 securities licenses.

Mr. Culhane is a Managing Director and Chief Credit Officer at Greencoast. Prior to joining Greencoast, Mr. Culhane was with Global Leveraged Capital Public Finance and, prior to that, with BNP Paribas as a Director in the Public Finance Group. In both positions he focused on credit analysis and structuring of both high grade and non-rated municipal bonds. Mr. Culhane is recognized in particular for his extensive experience and expertise with unique development and public/private partnership transactions. Mr. Culhane holds a B.S. in Mathematics/System Science from the University of California, Los Angeles and the Chartered Financial Analyst designation. Ms. Garban is a Managing Director and Head of Underwriting at Greencoast. She has worked in municipal sales and trading since 1985. Prior to joining Greencoast, Ms. Garban was the Manager of Municipal Money Markets at Goldman Sachs, responsible for sales, trading, and underwriting of all short-term municipal products. Prior to Goldman, Ms. Garban was Managing Director of municipals at BT Alex Brown, responsible for municipal origination, sales, trading and funding. From 1985 until 1993, she was a Vice President with PaineWebber in the Municipal Securities Group. In the past 25 years, Ms. Garban has worked with many of the largest issuers across the country on a wide variety of municipal structures and through several turbulent cycles in the market. As a leader in the development of municipal variable rate products, Ms. Garban brings a unique perspective to the evolving market. Ms. Snyder is a Managing Director at Greencoast. She has over 30 years’ experience in municipal finance, most recently with the former Bear, Stearns & Co. Inc. In California, Ms. Snyder has worked with a variety of local issuers in raising capital through the issuance of general obligation bonds, certificates of participation, revenue bonds and pension obligation bonds. Some of the issuers with whom she has worked include the City of Los Angeles, Counties of Los Angeles, San Diego and San Bernardino, City and County of San Francisco and the City of Beverly Hills. Prior to Bear Stearns, Ms. Snyder was a Managing Director in the municipal finance department at Manufacturers Hanover Trust Company where she supervised a $2 Billon portfolio of credit facilities. Ms. Snyder received a B.A . degree from American University. She holds Series 1 and 63 securities licenses.

Ms. Greco is a Director at Greencoast. She has been active in the municipal market since 1996. Ms. Greco has broad experience in municipal capital markets, working with both municipal issuers and investors. Prior to joining Greencoast, she was a Director at Morgan Stanley focused on the firm’s municipal tender option bond program and other investment platforms, including funding for institutional investors and managing counterparty risk. Prior to Morgan Stanley, Ms. Greco was a Vice President at Merrill Lynch, where she was responsible for municipal institutional investor funding and managing liquidity exposure, and a Vice President at J.P. Morgan, where she focused on sales, trading and underwriting of short term products. Ms. Greco holds a B.B.A in Finance from Hofstra University and the Chartered Financial Analyst designation.
